Boston Harbor Star Fleet - 2003 Sailing Instructions

 

1. JURISDICTION

The Championship will be held under the jurisdiction of the I.S.C.Y.R.A. and the Race Committee. The Organizing Authority is Boston Harbor Star Fleet in conjunction with the I.S.C.Y.R.A.

2. RULES

2.1 This regatta will be governed by the Racing Rules of Sailing 2001-2004 (RRS), the rules of the International Star Class (STCR), the Notice of Race, (except as any of these are changed by the Sailing Instructions), and these Sailing Instructions.

2.2 RRS Appendix K, Competitors' ISAF Eligibility, will apply. Competitors must be eligible to compete in an event listed in RRS K2.1.

2.3 This event is classified as Category B. Advertising is permitted only in accordance with STCR 40 (see RRS G2.4).

2.4 RRS 67 will be in effect, except RRS A1.3 is changed to provide that a disqualification for breaking RRS 42 may be discarded.

 

3. ENTRIES, MEASUREMENT, SAIL AND BOW NUMBERS

    1. Boats eligible in accordance with STCR 21, 26, 29 and 30 may be entered by registering in accordance with STCR 28. Only boats belonging to and skippered by a dues paid member of the Boston Harbor Fleet are eligible to compete. Skipper/crew for each boat will be weighed each day and must comply with STCR 31.1.3.

3.2 All boats shall have valid measurement, buoyancy test and weight certificates.

3.3 Boats are subject to random measurement and equipment checks.

3.4 Each mainsail shall show the same sail number as on the entry list. Notify the Fleet Captain, Assistant Captain or Secretary prior to racing on any day substitute numbers will be used.

3.5 Bow numbers are not required.

 

4. CHANGES IN SAILING INSTRUCTIONS AND NOTICES TO COMPETITORS

4.1 The following will be posted on the Notice Board, which is located at outside the snack bar:

a) Notices to competitors.

b) Changes in the Sailing Instructions.

    1. Changes in the Sailing Instructions will be posted before 0900 hours of the day they will take effect.

5. SIGNALS ASHORE

5.1 Signals made ashore will be displayed on the club flagpole.

5.2 Code flag "AP" when displayed ashore means that the start has been postponed. The Warning Signal will be made not less than 30 minutes after the lowering of the signal when sailing inside Boston Harbor or 1 hour if sailing in Broad Sound.

6. SCHEDULE

6.1 Schedule of Races

May 18, 2002 Race 1 & 2

June 1 & June 2, 2002 Race 3,4, & 5

June 15, 2002 Race 6 & 7

June 29, 2002 Race 8 & 9

July 6, 2002 Race 10 & 11

6.2 No race will be sailed except on its scheduled date. No warning signal will be made after 3:30 pm on any scheduled day.

 

 

7. RACING AREA

7.1 The racing area will be in Boston Harbor or the Waters of Broad Sound.

8. COURSE

    1. Courses will be set at the descretion of the race committee.

8.2 RRS 32 is changed to provide that courses will not be shortened.

9. MARKS

9.1 Marks will be government marks listed on the chart provided with these instructions or inflatable marks set by the race committee.

 

10. CHECK IN

10.1 Prior to the first Warning Signal of each race, boats shall sail past the stern of the Race Committee signal boat to be recorded. RRS A1.1 is changed to provide that boats not complying with this instruction will receive the same score as a boat not starting.

11. THE START

    1. The starting line will be between the staff from which an orange flag is displayed on the Race Committee signal boat and the nearest government or set mark.

11.2 Races shall be started in accordance with RRS 26 without modification. The first warning gun will be fired at 1100 hours. The race committee’s watch is the official time. Competitors are responsible to obtain the official time from the race committee before leaving the dock.

11.3 A boat not starting within 10 minutes after the Starting Signal will receive the same score as a boat not starting.

12. RECALLS

12.1 The recall number for a boat shall be her sail number.

12.2 The race committee will attempt to notify boats on course side at the start, but failure to notify will not be cause for redress.

 

 

13. CHANGE OF COURSE AFTER START

13.1 A change of course after the start will be signaled before the leading boat has begun the leg although the new mark may not then be in position. Other marks may be relocated to maintain the original course configuration.

14. THE FINISH

14.1 The finishing line will be between the staff from which an orange flag is displayed on a Race Committee boat and the nearest marker.

14.2 Code flag "L" displayed from a Race Committee boat at the finishing line means: "The Race Committee intends to start an additional race. Sail directly to the starting area."

15. TIME LIMIT

15.1 The time limit will be 2.5 hours.

15.2 RRS 35 is changed to provide that boats finishing more than 60 minutes after the first boat to finish will be scored "Did Not Finish".

16. SCORING

    1. The Low Point Scoring System, RRS A2, will apply, modified so that each contestant’s series score will be the total of her best 6 race scores if more than 6 races are completed. If less than 7 races are sailed all races will be scored.

17. PROTESTS

17.1 Protests shall be written on forms available from the race committee or Fleet Officers and shall be delivered to the Fleet Captain, Assistant Captain or Secretary.

17.2 Protests must be delivered within one hour of the Race Committee boat docking time. Protest Time will be posted on the Notice Board.

17.3 Boats recorded on the finishing list as having not started or not finished will be posted on the Notice Board 1/2 hour before the end of Protest Time. Any boat so notified may request a hearing, which must be in writing and delivered to the Fleet Captain, Assistant Captain or Secretary within Protest Time.

17.4 Sail numbers of protestors, protestees and witnesses will be posted on the Notice Board within 1/2 hour after the expiration of Protest Time. This will constitute official notice to all parties as required by RRS 63.2.

17.5 RRS 63.3 is changed to provide that only the skipper or crew may represent a boat at protest hearings.

17.6 RRS 62.2 and 66 are changed to provide that, on the last day of racing, requests for redress and requests to re-open a hearing must be lodged within 1/2 hour of the time final results have been posted.

18. PRIZES

18.1 Perpetual Trophies will be awarded in accordance with STCR 24.

18.2 Prizes will be awarded to the skipper and crew as follows:

Championship Series – Skipper and crew, first through third.

A special prize will be awarded to the highest placing female skipper or crew in the series.

 

19. LIABILITY AND SAFETY

19.1 The safety of a boat and her entire management, including insurance, shall be the sole and inescapable responsibility of the owner and/or entrant.

19.2 Participants agree that no person or organization involved in the conduct of this Championship will be liable for any accident, injury, fatality, or damage or loss of boat or personal property arising out of a participant's preparation for or participation in any on-the-water or on-shore activities (whether social, recreational, launching, hauling, boat storage or otherwise) associated with the Championship. Nothing in these Sailing Instructions or oral statements by the Organizing Authority, their officers, directors or agents, shall modify or otherwise impair the effect of the Waiver of Liability Form, the execution of which is a condition of entry.

    1. Competitors leaving the race course before the end of a race shall inform the Race Committee or the Fleet Captain, Assitant Captain, or Secretary as soon as possible.

20. BOAT STORAGE, LAUNCHING AND HAULOUT

20.1 There is no storage requirement for the series. Boats may dry sail and come and go from the club at will.

 

21. CREW CHANGES

    1. Crew changes are permitted so long as crews comply with the weight limit.

21.2 A change of helmsman will not be permitted.
