1. JURISDICTION
The Championship will be held under the jurisdiction of the I.S.C.Y.R.A., the Race Committee and the Jury. The Organizing Authority is Cottage Park Yacht Club in conjunction with the I.S.C.Y.R.A. The host fleet is the Boston Harbor Star Fleet.
2. RULES
2.1 This regatta will be governed by the Racing Rules of Sailing 1997-2000 (RRS), the rules of the International Star Class (STCR), the Notice of Race, (except as any of these are changed by the Sailing Instructions), and these Sailing Instructions.
2.2 RRS Appendix K, Competitors' ISAF Eligibility, will apply. Competitors must be eligible to compete in an event listed in RRS K2.1.
2.3 This event is classified as Category B. Advertising is permitted only in accordance with STCR 40 (See RRS G2.4).
2.4 RRS H1.1 (b) is changed to provide that National Letters are not required.
3. ENTRIES, MEASUREMENT AND BOW NUMBERS
3.1 Boats eligible in accordance with STCR 21, 26, 29 and 30, may be entered by registering in accordance with STCR 28. Boats must complete registration and pay all fees prior to the conclusion of measurement.
3.2 All boats shall have valid measurement, buoyancy test, and weight certificates.
3.3 Boats must pass the measurement check prior to 1800 hours on August 08, 1999.
3.4 Each mainsail shall show the same sail number as on the entry list. Four digit sail numbers must be used at all times. Multiple and substitute sail numbers are prohibited.
3.5 Each competitor shall have affixed a two-digit number, provided by the Equipment and Safety Officer, to the bow of his boat on both port and starboard sides and will be responsible for ensuring that the bow numbers are in place at the start of each race. The forward edge of the forward bow number shall be no more than 20 inches from the leading edge of the bow. The bow numbers shall be placed vertically, and shall be separated by a space of 3 inches.
3.6 All bow numbers must be on a white background.
3.7 Unless directed otherwise by a competitor, the Measurement Officer will affix stickers bearing the name and logo of the event sponsor.
3.8 Substitution of a different boat from the boat originally registered is prohibited without the prior written consent of the Jury.
4. CHANGES IN SAILING INSTRUCTIONS AND NOTICES TO COMPETITORS
4.1 The following will be posted on the Notice Board, which is located in the main hall of the yacht club.
a) Notices to competitors.
b) Notices from the Jury.
c) Changes in the Sailing Instructions.
4.2 Changes in the Sailing Instructions will be approved by the Jury and the Organizing Authority and be posted before 0800 hours of the day they will take effect, except that any change in the schedule of races will be posted by 2000 hours on the day before it will take effect.
5. SIGNALS ASHORE
5.1 Signals made ashore will be displayed at the main flagpole located on the main pier
5.2 Code flag "AP", when displayed ashore with 2 sound signals, means that the start has been postponed. The Warning Signal will be made not less than 90 minutes after the lowering of this signal. The lowering of this signal will be accompanied by one sound signal.
5.3 Code flag "B" will be displayed ashore during Protest Period (Sailing Instructions (17.2).
6. SCHEDULE
6.1 Schedule:
August 06&07, 1999: Registration measurement and weigh in.
August 08, 1999: Practice Race, 12:50 hours Warning Signal
August 09, 1999: Race 1, 09:50 hours Warning Signal, Race 2, Warning Signal approximately 1/2 hour after completion of first race.
August 10, 1999: Race 3, 09:50 hours Warning Signal Race 4, Warning Signal approximately 1/2 hour after completion of first race.
August 11, 1999: Race 5, 09:50 hours Warning Signal
August 12, 1999: Race 6, 09:50 hours Warning Signal
6.2 No race will start after 1500 Hours, August 12, 1999
6.3 The Race Committee may change the schedule. Races may be sailed earlier than originally scheduled, but not before the day and time scheduled for Race 1. Not more than two races per day may be scheduled.
7. RACING AREA
7.1 The racing area will be in Broad Sound, bounded on the north by Nahant and the west by Winthrop. The distance from the harbor to the center of the racing area is approximately four N.M.
8. COURSES
8.1 Course "0", Course "1", Course "3", or Course "4", STCR 34.3, may be used. The Race Committee signal boat will display the appropriate numeral pennant to indicate the course. The courses, including the order of marks, approximate length of legs and approximate angles, are shown on Illustration B.
8.2 The Race Committee may modify the course by moving the starting line not more than 3/4 nautical miles to leeward of Mark 3 (or Marks 3S and 3P).
8.3 The approximate compass bearing from Mark 3 (or Marks 3S and 3P) to Mark 1 will be displayed by placards located on the Race Committee signal boat prior to or with the Warning Signal.
8.4 RRS 32 is changed to provide that courses will not be shortened.
8.5 Aids to navigation do not need to be observed during any race.
9. MARKS
9.1 Except as provided for in SI 9.2, passing marks will be orange in color.
9.2 A new mark, when used in accordance with Sailing Instruction 13, will be a yellow tetrahedron. If a new mark is subsequently changed, it will be replaced with an orange tetrahedron.
9.3 For Courses 3 & 4, off set marks will be used. That mark will be set approximately 100 yards & 90 degrees to port of mark 1. The mark will be a smaller orange tetrahedron. For course 0, 1 & 2, no offset mark will be used.
9.4 If employed, a leeward gate will consist of a pair of orange tetrahedrons. Boats shall sail between Mark 3S and 3P from the direction of the last mark and pass either mark 3S to starboard or 3P to port.
10. CHECK IN
10.1 Prior to the first Warning Signal of each race, boats shall, on starboard tack, sail past the stern of the Race Committee boat, displaying code flag "L", to be recorded. RRS A1.1 is changed to provide that boats not complying with this instruction will receive the same score as a boat not starting.
11. THE START
11.1 The starting line will be between the staff from which an orange flag is displayed on the Race Committee signal boat and the staff from which an orange flag is displayed on another anchored boat.
11.2 Races shall be started in accordance with RRS 26, System 2.
11.3 A boat not starting within 10 minutes after the Starting Signal will receive the same score as a boat not starting.
12. RECALLS
12.1 The recall number for a boat shall be her bow number.
12.2 A Race Committee boat displaying Code flag "X" positioned near Mark 1 will attempt to notify premature starters
12.3 A Race Committee boat displaying a Black Flag positioned near Mark 1 will attempt to notify boats that they have been disqualified in accordance with RRS 30.3. Any boat notified that she has been disqualified shall leave the race course immediately. However, if there are two races scheduled for that day, boats having been disqualified in the first race may stand by in an area outside the racecourse for the second race.
13. CHANGE OF COURSE AFTER START
13.1 A change of course after the start will be signaled before the leading boat has begun the leg although the new mark may not then be in position. Other marks may be relocated to maintain the original course configuration.
14. THE FINISH
14.1 The finishing line will be between the staff from which an orange flag is displayed on a Race Committee signal boat and an orange tetrahedron.
14.2 Code flag "L" displayed from a Race Committee boat at the finishing line means: "The Race Committee intends to start an additional race. Sail directly to the starting area."
15. TIME LIMIT
15.1 The time limit will be 3 1/2 hours.
15.2 RRS 35 is changed to provide that boats finishing more than 60 minutes after the first boat to finish will be scored average score of boats still racing and not later disqualified.
16. SCORING
16.1 The low point scoring system, RRS A2, will apply, modified so that each boats series score will be the total of her race scores with the worst score discarded if 5 or more races are completed. 6 races are scheduled, of which 4 races shall be completed to constitute a series.
16.2 There will be a Masters Division for skippers' aged 50 years and over by the start of the first race. Entrants in this division will be competing for both the Masters Championship and the overall Championship.
17. PROTESTS
17.1 Protests shall be written on forms available in the area of the Notice Board and shall be delivered to the Secretary of the Jury.
17.2 Protests must be delivered within one hour of the Race Committee signal boat docking time. Protest Time will be posted on the Notice Board.
17.3 Bow numbers of protesters, protests and witnesses will be posted on the Notice Board as soon as possible after the expiration of Protest Time. This will constitute official notice to all parties as required by RRS 63.2.
17.4 RRS 63.3 is changed to provide that only the skipper or crew may represent a boat at protest hearings.
17.6 RRS 62.2 and 66 are changed to provide that, on the last day of racing, requests for redress and requests to re-open a hearing must be lodged within 1/2 hour of the time final results have been posted.
18. PRIZES
18.1 Perpetual Trophies will be awarded in accordance with STCR 24.
18.2 Prizes will be awarded to the skipper and crew as follows:
Championship Series -1st, 2nd, 3rd, 4th, & 5th place Skipper & Crew
Daily Races - 1st, 2nd, 3rd place Skipper & Crew
Masters Division - 1st, 2nd, 3rd place Skipper & Crew
19. LIABILITY AND SAFETY
19.1 The safety of a boat and her entire management, including insurance, shall be the sole and inescapable responsibility of the owner and/or entrant.
19.2 Participants agree that no person or organization involved in the conduct of this Championship will be liable for any accident, injury, fatality, or damage or loss of boat or personal property arising out of a participant's preparation for or participation in any on-the-water or on-shore activities (whether social, recreational, launching, hauling, boat storage or otherwise) associated with the Championship. Nothing in these Sailing Instructions or oral statements by the Organizing Authority, their officers, directors or agents, shall modify or otherwise impair the effect of the Waiver of Liability Form, the execution of which is a condition of entry.
19.3 Competitors leaving the race course before the end of a race shall inform the Race Committee as soon as possible. Competitors not leaving the dock on a race day shall inform the Race Committee.
20. BOAT STORAGE, LAUNCHING AND HAULOUT
20.1 All boats must be afloat no later than 18:00 hours on August 08, on their assigned mooring and shall remain in the water until the end of the Championship. A request for haul out during the Championship must be submitted in writing to the Jury and if permission is to be granted, it will do so in writing and post such notice on the official Notice Board.
20.2 At the conclusion of the last race, the boats placing first through fifth in that race may go directly to the club hoist for haul out. All other competitors shall go to their assigned mooring and will be hauled in order of finish in that race.
21. CREW CHANGES
21.1 Any request for a change of crew must be submitted to the Jury in writing prior to 0800 hours on the day of the race for which the change is made. If the Jury grants permission, it will do so in writing and post it on the Notice Board
21.2 A change of helmsman will not be permitted.
22 RADIO COMMUNICATIONS
22.1 A boat shall neither make nor receive radio transmissions (including cellular telephone) while racing.
23 TEAM AND PRIVATE SUPPORT BOATS
23.1 Team and private support boats are allowed to be in the racing area until the Warning Signal for each race. Thereafter, they shall not be closer than 100 meters to any boat (except a boat in distress requiring assistance),mark or rhumb line of the course, inside the course triangle, or on the right side of the weather leg lay line.
23.2 Should there be a postponement, team and support boats may re-enter the racing area and resume communications until the next Warning Signal is given.
23.3 The penalty for breaking this requirement may be disqualification of all boats associated with the team or private support boat.
